In my understanding etheric cords doesn’t mean to participate you can get drained without reacting to it, just like the energy vampires. By standing next to them you can get drained, feeling bad means that the flow is increasing. Does it makes sense?

That could be true but I’m going by two things. I see it differently.
David Wilcock claims in his book “The Source Field Investigations” that for an energy vampire to steal your energy they first need to convince you to feel a negative emotion. That breaks through your barrier and then they can vaccuum up your photons.
That matches up with my experiences.
An energy vampire can however, get a high off of believing they have made you feel bad even when they haven’t. That’s just a dopamine rush they get from believing a lie that they want to believe. It doesn’t mean they have stolen your energy.

Even if they felt good that could be for about an hour or so, I met lot of people who bragged about a fight (I guess you too know many of them) where they felt good for a long time even if the other person is not bothered of it.Isn’t this some kind of a cord to the fight where in the fight one person in the event gets drained?

I don’t believe so. It’s just like porn. People feel a high because they’ve tricked themselves into thinking they are doing something that brings them energy. But it always leads to feeling empty.
So you’ll see a person like that become more and more negative. If it’s the porn addict they’ll have to choose between accepting the empty feeling as the reality their actions have brought them or else find a way to further deceive themselves. If it’s the fighter, they will likely ramp up their attempts at deceiving others into feeling bad about themselves. Because they are not getting what they want.

That’s a tricky one. You would usually use cord cutting to send back the person to the roses, I mean finish your business with that person.
But the thing is that when you cut such cords, that person may feel deprived from an energy source (if he/she was “fed” by you) and come back, in order to recreate the attachment. Not always consciously (even hardly ever consciously).
So in your case, I think that you have better options.

Does vibration matter when it comes to forming etheric cords? For example, can someone with a high vibration form an etheric cord(s) with a low vibration person?
