I created an item from an NFT item maker and had been wearing it for more than a year. I am wondering whether the charge is permanent, or do I need to recreate every year or so.

Yes they usually are, provided that they are created following the proper instructions if there are any.
Even back in the day, DW’s early item makers made permanently fielded items. Since then his technique has only improved, so conceivably these would be longer lasting than the earlier ones.
In my experience the answer is Yes.

I had sword of righteousness ring that i madr 3 years ago and it stil emit. So i guess its a yes.

You did not specify if you still own the NFT item maker, but I sometimes exchanged some just to create items but never really owned them, they felt just borrowed and after a while i would feel the energy in the items i created kinda weak-ish (but it could have been just my mind creating that mini issue)
If you dont own the NFT that created the item, or even if you do but you want to make sure to give them a bit of a fresh punch, you could do as I do and once a year or so i boost them with the field booster (the one in the Patreon folder) and the energy feels really nice, pristine and strong! Even better than the first time. (Just dont do it often)

the field booster was created by Dream, he never deleted it from Patreon, the description says none of that, Dream never confirmed that statement someone else made at the time even though that comment was widely posted again and again, he always respects when we assume things regarding fields or items, or anything really, because its the reality we choose to believe, but if he kept it there for us to use, it is fine.
Now the only recommendation that he confirmed was not to do it too much or too often because the items field organically grows over time anyway and it needs a time space to grow outward the newer layer so boosting something too often would cause disruption and overlap the energy, but even then after a while the item/field would regenerate and come back to a healthy state.
I think we are fine following the creators advice or approach, but you are free to do what you consider is best for you.
