they open every now and then. probably because it costs money to keep it open, etc
The option to add additional fields is generally no longer available anymore, even if the Shop were to be open.
When the Shop does open (which, as has been mentioned, is only sporadically and for certain select countries of delivery where delivery can actually be accomplished) you’ll be able to buy your tag, but as is. No additional fields.

OK thank you for taking the time to spell all that out for me I appreciate it. It’s just confusing because the website is up.
Is the USA one of those countries they ship to you think?
