to say for sure, i would compare the reflection with camera used or car (as suggested) or whatever might have been in proximity and caused that. Although based on motion blur could be very well a car.

Seems like a reflection-, but of what? if I had to guess it looks like a stylized drive bay for a computer, but it’s interesting that the color matches the cloud. There are a few spots where you can see this “structure” through the cloud. Wold a reflection do that? I don’t know enough about photography to answer that. In any case, it’s a fun picture, even it if has a prosaic explanation.
