Maybe @SammyG should make a chart with names of nft and the valid owners so that anyone can check the owners name list of the specific nft before trading.

Maybe what he meant was that PayPal friends and family option is not available in his country even though normal PayPal is. Happened to me as PayPal says that f&f is not available in the country where I registered PayPal, so I can only pay normal PayPal but not f&f. This actually costed me a trade before.

But if he uses PayPal to pay you first before you send NFT, there is also a risk of he not receiving NFT after paying upfront, so the risk goes both ways. Definitely not like him/her trying to scam you.
But at the end of the day trading should be voluntary, so do what makes you feel peaceful I guess.
