Does anyone have any ideas why I’m getting a “This transaction cannot be completed because it violates the PayPal User Agreement.” message when I try to pay through PayPal?
I’ve switched browsers and cleared caches. I’m using the credit card that PayPal recognizes and there’s no problem with the credit card. (Oh, and I’m in the US, so that shouldn’t be a problem.)
Oh, and I’ve just received an email from PayPal which includes the line: "From time to time, PayPal must review a payment more closely to ensure it complies with the established User Agreement and our global regulatory obligations. We identified a risk that prevents us from completing this payment."
Currently it is not guaranteed, it is better to wait after April 26, therefore from May. Keep in mind that to arrive in Italy an order that I had ordered before the end of November arrived a few days before the end of the year, so just over 30 days.

I had lots of paypal cases for products not being received.
so i dunno if it counts agasint you or not
i didnt think it did, as i refunded all, even when people eventually received the item.
But it may be the problem also?
So it may be the credit or whatever rating the store’s paypal email uses is lower rated than your
own rating.
so the automated algorithm will prevent the transaction.
Yeah, I did the email thing (Can people actually speak to someone helpful at PayPal? Who knew?) with PayPal first. Their reply was one of those unhelpful, boiler-plate replies about how, in order to protect the parties and their investigation, they can’t really answer specific questions about their investigation.
At this point, my attitude is that I’ve got about 2 weeks for them to do whatever it is they feel they need to do for me to get my tags. I’m still able to use my card and I was able to use that PayPal account with another vendor. So, it’s looking like one of those things that PayPal does. Annoying but I’m not sweating it.
Depends on how things go this time around with shipping. We aren’t purposely trying to limit people from buying. We just want to ensure shipping begins working as it is supposed to before we start enabling more countries.
